Why almost no gains from 15-19? Im assuming you took a year of two off.

Well I consider those pretty decent gains because I was not real concerned with strength, just size. Once I got to 300 on bench I became content and I was just happy my legs were coming along after having chicken legs all through school. The deadlift went from 275-425 in a matter of 6 months just due to learning the movement.
Once I got into powerlifting the numbers went up a lot faster because of a change in the one body part a day split to an upper-lower 4 days a week split.
