Basically, essential workers, pre-deployment training and deployment, basic training and basic services would still be running, but everyone else would have to live without a pay check until budget makers quit having a pissing contest...

This deserves an obligatory "if a private business ran this way" comment.
The biggest difference between a private business and a government program is that a government program can assume there is an unlimited supply of resources for a demand that does not really exist.
Private enterprises go out of business if they were to do that because they cannot steal resources nor create demand via legislation to justify said theft.
The two tribes in our Government , the Sunnis and Shiites are stirring the pot rather than run an efficient Government. Wasn't it Gadafi the accused of stirring the pot of Tribalism

These are the folks that couldn't get the budget out by Oct. 1, and are about to control your health care, cap and trade, and the list goes on and onâ?¦.
