I’m 48, have had a history of ankle sprains. I am considerably overweight. It feels like my lower leg is just crushing into my ankle. I even have pain if I point my toes out hard on the anterior portion. Several years ago a Dr casually just said it was arthritis and take ibuprofen.

Lots of things, but your weight isn’t something to overlook. Are you addressing that as well as your ankle? No judgement.
Best way to increase ROM is regular movement. Try doing 50 ankle circles each way 2-3 times a day
You can’t break up adhesions without a scalpel, but that’s okay because “adhesions” probably dont matter all that much
