Supercompensation After Specialization Phase

After a 4-6 week Arm Specialization Phase, in addition to significantly lowering the volume of the body part trained for two weeks after...would decreasing calories for a fat loss phase be an unwise decision. Would below maintenance caloric intake drastically inhibit gains post specialization?

I'd say yes... start the fat loss phase at least a week after your spec.
