I do these... Powershrugs from the rack
Full extension onto toes and full lock out. a little bit different to yours i suppose.
I feel it in my traps and quads more than anything.
Not the same rack-pull/shrug combo that we use (if you were referring to locking out the back and then shrugging backwards/contracting the upper/midback instead of shrugging upwards).
