I am not Coach T but I interpret the workout routine as the following.
With your example of squat + deadlift:
1 squat at 85%, rest 30 sec, repeat 4 more times
Then 3 squat at 75%
1 deadlift at 85%, rest 30 sec, repeat 4 more times
Then 3 deadlift at 75%
