I know cleans/shrugs work your neck pretty well but I what rep scheme works best to bring up size quickly for my little girly neck. I have a head harness and have been doing 3 sets 15 reps 12 reps than 10 reps.

try em all out
I would go light with 15 reps. Use the same intensity you’d use for rotator cuff work or other delicate stuff you don’t want to injure.
