Is the upright row a row exercises that can be used to balance the shoulderpress?

Some programs have the shoulder press being balanced by pull ups, but the upright rows use the scapula retractors and biceps as synergist.

You wouldn't be able to perform an upright row if you had no delts. Therefore it would not be an antagonistic option for presses.
