What does the “dip” refer to in “Power clean with no dip” and “Power snatch with no dip”? I googled and googled to no avail.

I think this is referring to a muscle snatch and a muscle clean (vids at performancemenu.com), in which you do not actually pull under the bar at all, catching it with straight legs. They are preparatory period exercises, intended to develop the musculature that supports the full clean and snatch.
