Pulling the Kneecap Up

If you’re standing up and you try to pull your kneecap up by flexing the quad, should the muscle tighten up? When I do this, the kneecap comes up as I understand it should, but the quad near the kneecap is still pretty soft. This is even more true when doing this while on the ground. The tendon above the kneecap gets very tight, but the quad still seems soft. This seems really weird to me. Is this normal? Or does it sound really weird. It feels weird, but I don’t know what normal is supposed to feel like.

Also, while doing leg extensions, it feels like the outer quad is pretty soft throughout the whole movement. Is that normal?
