Proteinpowda Question (Leg Measurements)

Ok I called this a Proteinpowda question b/c it’s a stupid question.
The two should be synonomous by now…
Moving on.
One thing I’ve never really done religiously is leg measurements. Are taking leg measurements like measuing your arms; eg largest way possible? Or is there a set criteria? Also with chest I’ve always wondered is it when it’s pectorally flexed or at rest?
