Program for Building Overall Strength?

19 Year old male here, just wanting a good weight training program to build overall functional strength like a 5x3 or something like that. I have been on this website for a year but just now decided that I would like to ask some questions with the community and what not today. I really would like to start a powerlifting club at my college because they don’t have a team here.

My numbers are

Bodyweight = 205lbs

BB Bench = 280lbs
BB Squat = 405lbs
BB Deadlift = 420lbs

Any help from you all is appreciated.
