Plan for Rapid Fat Loss?

Hi coach I weight 240lb and I want to drop 40

My plan is weight train 4 days a week 2 upper and 2 lower with max effort days and then repetition days. I plan to hit cardio hard using stair stepper 5x a week with 15 min steady state then 15 min intervals. I will drop carbs to around 100 day with plenty protein and greens. This is my plan to cut weight as fast as possible.

Does this plan seem ok? To much or to little? Thanks for any help
