Periodization that Works

This questions for anyone who either knows or has tried the strength part of Charles Staley’s Periodization that Works routine. I’ve completed the first week of the program and i am not really understanding why the weight for the rebound exercises are so light. I know the idea is to stay fresh and use an explosive tempo, but come on, 33%? Im not even sweating during the whole workout. Is there a reason why the intensity is so so low. I’d understand if you’d use more reps, but i just dont feel like im getting anything from the workout. Can i raise the intensity to around 60-70%, or is there a specific reason why the workout should be this easy?
