Exercise to focus on nuclear terror scenario

FORT MONROE, Va. – Here?s the scenario?A seafaring vessel transporting a 10-kiloton nuclear warhead makes its way into a port off the coast of Charleston, S.C. Terrorists aboard the ship attempt to smuggle the warhead off the ship to detonate it. Is this really a possibility?

Joint Task Force Civil Support (JTF-CS) here is planning its next exercise on the premise that this crisis is indeed plausible.

Sudden Response 05 will take place this August on Fort Monroe and will be carried out as an internal command post exercise. The exercise is intended to train the JTF-CS staff to plan and execute Consequence Management operations in support of Federal Emergency Management Agency Region IV?s response to a nuclear detonation.

Some of this year?s objectives for SR05 are to refine nuclear incident Concept of Operations, produce a CM Operation Order, refine command post set-up procedures and maintain situational awareness of multiple CM incidents.

The Sudden Response exercise has been held at Quantico, Va., in the past, but has been moved to Fort Monroe to maximize command post training time. The senior leadership felt that it was more important to accomplish training instead of losing up to a day and a half in travel time, said Paul Deflueri, J7 Lead Exercise Planner. ?This will allow us to still meet our training objectives,? he said.

Some external participants may work with JTF-CS during the exercise.

?We?re trying to get representatives from FEMA Region IV as well as representatives from South Carolina Emergency Management Division and active duty soldiers from the (Chemical, Biological, Radiological, Nuclear and Explosive) Consequence Management Response Force to play the role of task force units,? Defluri said.

?Each time we do one of these internal exercises, we try to make it more robust and try to add in fidelity,? Defluri said. ?That?s what we?re trying to do for SR05: create a good scenario and be able to replicate the effects as best we can. That way we can give the command a really good CM exercise.?

WASHINGTON - In what the government describes as a bizarre coincidence, one U.S. intelligence agency was planning an exercise last Sept. 11 in which an errant aircraft would crash into one of its buildings. But the cause wasn’t terrorism ? it was to be a simulated accident.

Officials at the Chantilly, Virginia-based National Reconnaissance Office had scheduled an exercise that morning in which a small corporate jet would crash into one of the four towers at the agency’s headquarters building after experiencing a mechanical failure.

The agency is about 4 miles (6 kilometers) from the runways of Washington Dulles International Airport.

Agency chiefs came up with the scenario to test employees’ ability to respond to a disaster, said spokesman Art Haubold. No actual plane was to be involved ? to simulate the damage from the crash, some stairwells and exits were to be closed off, forcing employees to find other ways to evacuate the building.

“It was just an incredible coincidence that this happened to involve an aircraft crashing into our facility,” Haubold said. “As soon as the real world ( news - Y! TV) events began, we canceled the exercise.”

Terrorism was to play no role in the exercise, which had been planned for several months, he said.

Adding to the coincidence, American Airlines Flight 77 ? the Boeing 767 that was hijacked and crashed into the Pentagon ( news - web sites) ? took off from Dulles at 8:10 a.m. on Sept. 11, 50 minutes before the exercise was to begin. It struck the Pentagon around 9:40 a.m., killing 64 aboard the plane and 125 on the ground.

The National Reconnaissance Office operates many of the nation’s spy satellites. It draws its personnel from the military and the CIA ( news - web sites).

After the Sept. 11 attacks, most of the 3,000 people who work at agency headquarters were sent home, save for some essential personnel, Haubold said.

An announcement for an upcoming homeland security conference in Chicago first noted the exercise.

In a promotion for speaker John Fulton, a CIA officer assigned as chief of NRO’s strategic gaming division, the announcement says, “On the morning of September 11th 2001, Mr. Fulton and his team … were running a pre-planned simulation to explore the emergency response issues that would be created if a plane were to strike a building. Little did they know that the scenario would come true in a dramatic way that day.”

The conference is being run by the National Law Enforcement and Security Institute.

I saw a thing from Alex Jones yesterday that talked about this nuclear training exercise and how it would all be tied in with Iran and their nuclear program if the exercise went “live”.

FBI warns of attacks around September

WASHINGTON: An FBI terrorism task force in Los Angeles has warned of possible Al Qaeda attacks with tanker trucks in three major US cities around September 11, The New York Times said yesterday.

Law enforcement officials questioned the reliability of the warning, while government officials who were briefed on it described it as credible and specific enough to warrant attention, said the daily.

Issued on Wednesday, the warning said “Al Qaeda leaders plan to employ various types of fuel trucks as vehicle-borne improvised explosive devices in an effort to cause mass casualties in the US prior to the 19th of September,” according to law enforcement officials who have read it, the daily said.

It warned that terrorist would seek to hijack petrol or oxygen tankers or trucks and ram them into a fuel station to cause major explosions.

“Attacks are planned specifically for New York, Chicago and Los Angeles,” it said, adding that it was “unclear whether the attacks will occur simultaneously or be spread out over a period of time.”

The attackers, the advisory said, “will be members of small Al Qaeda cells which are spread throughout the US.”

Their goal, added the advisory, “is to collapse the US economy”.

An unnamed law enforcement official told the Times said the advisory had information about “a generic threat … trucks have been talked about by Al Qaeda all the time. They used that tactic around the world”.

“The information is uncorroborated, and the source is of questionable reliability,” said Homeland Security Department spokesman Brian Roehrkasse, adding, however, that the information “continues to be evaluated by the intelligence community”.

Nevertheless, law enforcement officials interviewed by the daily said they were concerned about possible attacks timed with the fourth anniversary of the September 11 terrorist strikes on New York and Washington.
