No Front Squats as Main Movement?

In 5/3/1 FAQ you don't recommend using FS as a main movement. Why is this?

I assume repping out is one aspect - majority of lifters can not front squat properly for over 5-7 reps with proper weight. Could 5's PRO and FSL work be an option?
