Neck Anatomy

I’ve seen two people recently (one a guy at my gym, one a woman being interviewed on TV about something completely unrelated) who appear to suffer from a condition in which the base of the neck is extremely thick compared to the top so that the whole thing looks sort of like a cone. This has nothing to do with the traps, which in both cases appeared to be not at all developed. Has anyone heard of this before?

It can’t just be a question of genetically-determined muscle shape, can it? I tried to find photos or information about this on various neck-related web sites, but I have no idea what to call it.

How about the Coney McWeird-Neck Syndrome?
