Why? One of the reasons Mediterranean countries (Greece cough cough) are locked in the mortal debt spiral is that life is actually very good for the indigenous population, which prevents any meaningful reforms from taking place.
Stop bitching and assume individual responsibility. This is a fabulous piece of real estate and if the locals like you don’t want to exploit its advantages, others more entrepreneurially minded foreigners will.
