BF % readings. Weight change information. Without these two things you can't arrive at the conclusion that you're not burning fat.
But we already know you can burn fat; even if you were hypothyroid this would still be the case, you would just have to eat less than if you weren't. It's impossible to not be able to burn fat. So, your body is burning fat. However, you have little muscle, and just do not realize you are still too heavy. You probably need to be more like 170-180lbs to be "lean".
Get the scale to move (be more consistent/eat less/move more), and continue, or start, following a solid tried and true lifting program.
