How Do You Contact Other Users?

How do you contact other users? I have been wanting to reach out privately, I just don’t see how.
Is there something I am missing? I have looked over my settings and I just don’t see a way to do it.

There is no message functionality on T-Nation, hasnt been for years

But the FAQ says you can contact moderators and staff on the staff page and you cannot. I do not know how to report issues with no way to contact.
They say you can contact the staff in the FAQ on the staff page but you cannot. And there are occasionally times I needs to report something. The T-Nation staff should be reachable, at least there should be a way to privately report abuse.

There is a little flag in the bottom right of every post used for flagging… I have no idea what it does or who sees it, but its there
