Help w/ Face Pulls for Lower Traps

ive watched youtube videos on how to do face pulls but i cant seem to get my lower trapezius properly working when i do them, it seems as if my upper traps and a bit of my biceps are pulling the band, when you do face pulls does it feel like your actually pulling from the scapular or that your simply moving your arms back and the lower trapezius is getting worked.

also is there any chance this could be something to do with a weak external rotator cuff?
