I was wondering if hand grips have any specific effect on building and developing strength in the forearms?
I am trying to buy some bare basic stuff for my dorm room, as I have limited time to go to the gym and even then its usually crowded so I can’t always get to direct forearm work.

There are times when it’s not going to be crowded. Earlier in the morning and later in the evening. Make the effort to go during those times.
In addition to what ridethecliche said… Reverse grip curls, Chin-ups, Pull-ups, and deadlift will develop your grip and forearm size.
