My girlfriend has thick (muscle wise) legs from years of cycling, rowing and skating. Now she wants to “thin” out her legs. What sort of training can she do that will decrease the size of her legs?
stop using them
Stop weight training.
Begin running. A lot.

Long distance running is the key to thinner legs.
Sometimes these are the places to lose muscle the most, especially when you have used them a lot in sports, as she did. It will take her a while, depending on how much she runs, needs to lose, and how healthy she wants to be while doing it.
Is it muscle she wants to lose off her legs or actual fat?
If its muscle then running like evryone else said. But if its fat just a diet would thin up her legs.
