Focusing on Lagging Lower Body???

Hi guys, ive been training consistantly for 2 or soo yrs and have managed to increase most of my mass to upper body. My legs and calves have increased strength but being 6"5 with long legs, ive struggled to increase thickness. So my question is, would it be wise to focus purely on lower body, say doing two quad and ham work outs over a 4 day regime and cut out rest of body. Any advice apreciated.
