Sounds like a good start on the road to having “tried everything”.
Everything but good food and exercise.
I hate to state the obvious, but at 152 pounds how can he need to lose fat? If he does need to lose fat at that weight, then the problem is not having enough muscle. Tell your brother to lift and add some muscle and see how his body fills out in the next couple years. As always, don’t waste your time with fat burners until your diet is solid (and has been for a long time) and lifting and cardio regiments are good.
At 152 pounds he can’t have any muscle on him (unless he’s 4 feet tall). The best fat burner he can get is to add some muscle, at least 25-30 pounds.
