Explain This Study?

Everything I have read about letrozole indicates that, even at extremely small doses, it is capable of bringing levels of E2 below the level of detection, and is often just too powerful an AI for practical use for soemthing like HRT (or even for users ofAAS, except for very short durations, or on really heavy cycles or in tiny tiny amounts).
So, in the study linked below, where subjects received 2.5mg ED, why is there such a modest reduction of E2? Am I missing something?
