Does Protein Prevent Ketosis?

Say a person was eating a diet of very low carbs (in the keto range), with protein high and fat moderate (rather than having fat high and protein moderate). Would they still go into ketosis, or would they be burning the protein for energy through gluconeogenesis? Does fat intake have to be kept higher than protein intake to reach ketosis?

Also, before one reaches ketosis, does that mean they would be burning protein for energy instead of dietary and body fat, since the metabolic shift has not occurred?
