Yes, they count but remove fiber from to get a net carb count. For example, Kale has approx 6.5 grams of carbs per cup but 1.5 grams of indigestible fiber. Therefore, 5 grams of carbs.
After eating low carb with prolonged periods of zero carb over the last 5 years, I don't count the carbs from leafy greens. They really don't seem to move the needle for me.
