Bought mine over 10 years ago, I was a freshman in high school and got one of the Bigger, Faster, Stronger sleds. The thing was like 35 bucks and is still in perfect condition. Pulling=more pulling.
We have one sled and two tires. If you want to do it on the cheap, then just get a tire. You can always put weight/chain in it to make it heavier.
