Cutting then Bulking?

In Berardi’s article, where he says that those carrying extra bodyfat will actually gain and lose bodyfat preferentially… is this correlated to the actual bodyfat or simply that person’s genetic make-up?

Ie: Suppose a fat person does some dieting and eventually becomes quite lean. Will this person suddenly no longer gain fat preferentially, or does this person still gain fat preferentially simply due to their genetic make-up?

It’d be quite interesting if the former were to be true…
