Hip contact is just a byproduct of the second pull and the hip extension, not something you should aim for
Let me rephrase- should they have no contact at all with the body if maximum muscle is the goal

In a muscle snatch there should be no hip contact, nor calves extension.

In olympic lifting both exist. You have the no feet no hip (feet don’t move, no hip contact) and the one that is like a power snatch but without going under.
Honestly, I wouldn’t worry too much about it as long as the explosion creates as much momentum as in a power snatch and as a result the upper body doesn’t work as much.
