Every so often the guys who do mooring maintenance have to replace chain. The old chain can be picked up for scrap prices, which is considerably cheaper than new chain prices.
On the topic of accomodating resistance, a cheap alternative to bands is bungy cords/octopuss straps, the ones with the plastic hook one the ends. just hang a plate of them to see what the resistance is.
