How long before bed should I eliminate carbs from my meals to maximize the Growth Hormone response of sleep?

It’s not worth worrying about. You’re better off eating carbs when you need them.

However, some poeple prefer to focus on protein/fat meals in the evening to get their fats without worrying about a rise in insulin from carbs, which would cause the fats to be stored as body fat.
