Well, he had to stand in line for a long time. Twice.

And then the electricity rationing turned off the Transformo-Ray in the middle of the process.

Then there was paperwork. And approval of the Party rep. Then there was a committee and a bribe that had to be paid.

Finally, they realized that the Transformo-Ray was based on stolen blueprints, and they used metric units when the engineer used English.

So they started over.

Then the cheap steal holding up the Ray had impurities and broke several times.

Finally, the several platoons of soldiers who would be put of out work by the superhero had to be found make-work jobs building empty concrete storehouses.

But, in the end, it was worth it, even though impurities in the SuperSoldier fomula are causing him cancer and he will die in a year or so.
