Is it because less T is converted away to E, or because the body sees less E and makes more T to raise it? Or something entirely different?

Decrease E2 aromatization, decrease E2 “seen” by the hypothalamus, increases GnRH, increases LH, increases test.

So would bottoming out e2 even while on TRT not be seen the same way?

When testosterone levels are high, the hypothalamus is stimulated to decrease its production of GnRH. In that sense, testosterone levels can be considered a regulatory factor of the HPTA.
