Good point, Ryan. There are two types of legislation. There is “Mala prohibita” and “Mala in se.” Mala in se legislation is to criminalize things that are inherently evil, that is, things that are opposed to God’s law. For example, statutes against sodomy are Mala in se. Statutes regarding speed limits is Mala prohibita (i.e. strictly man-made legislation). Since there is no Biblical or Church injunction against the use of anabolic steroids per se, the criminalization of steroids is merely Mala prohibita (man-made morality).
