Arm and Scapular Tension


my scapular control seems to be fine, but it seems when i do dumbbell rows or barbell rows that my scapular is not properly connected to my arm, it feels like all the tension is in my bicep whenlifting weight towards my torso. my shoulder blades come togeter at top part of excersie but at the bottom i dont feel a stretch in my back muscles to bring it back, does anyone know the reason for this?
