HI COACH,
i have been training for fat loss for about 10 weeks and i lost 8 kg and 3" off waist;thats about 1/3 of end goal of fat loss,on tenth week i started to feel lethargic and unmotivated ;question is should i continue with fat loss goal is reached or go for 6-8 weeks of strength/hypertrophy phase then get back to fat loss.

Training & diet :
best damn workout w/ 3 hiit session in a week.
eating 500 -1000 below maintenence.

Neither. Go with the middle road. 2 weeks at caloric maintenance, still maintaining good eating habits but with a little bit more carbs, and reduce or drop the cardio and train more for hypertrophy. Then get back to the fat loss phase until you reach your goal.
