So I've been looking at this article and I saw the trap workout. It says to do 4 sets of 8 reps with no rest. So wouldn't that just result in doing 32 reps in a row?

It's part of a superset, so it means that you go to the next exercise in the superset without any rest. So you'd do seated dumbbell press right into seated dumbbell shrug, then rest 60 seconds and repeat.
