You can't really stand hard and fast with the deload when training twice a week. Many, many times we will use one when it is needed. Understand training here is MUCH MUCH more than squats and doing some presses. We believe in total training, not short sighted.
So the answer is never as easy as "do this" especially when there are so many aspects of training. Why don't you just use your experience and always have that option? It would seem the smart move, at least to me.
