His physique is also half presented. I haven’t seen any official requirements, though this section does have expectations a person wanting a rating should take into consideration to get honest feedback.
Not saying everyone who fails to post a leg pic has an underdeveloped lower body, just that an absence of the pic doesn’t give members the opportunity to judge overall symmetry. And a score can reflect that.
